Professor Ali Riaz, Vice-Chairman of the National Consensus Commission, said that the outline or recommendations for the implementation of the National July Charter submitted to the Chief Advisor have three parts. The government will implement the recommendations in three separate parts.
On Tuesday (October 28), at the Doel Hall of the Foreign Service Academy on Bailey Road in the capital, he presented detailed information on the three parts of the implementation of the recommendations at a press briefing after handing over the recommendations regarding the means to implement the 'July National Charter 2025' to Chief Advisor Professor Muhammad Yunus.
Professor Ali Riaz said that the government can implement issues that are not related to the constitution through ordinances and there are many recommendations that can be implemented through office orders. The commission has no differences of opinion with the political parties on these issues. Therefore, the commission has recommended that these two issues be implemented immediately through ordinances and office orders.
He also said that the recommendations specifically mention which issues can be implemented through ordinances and which issues can be implemented through office orders.
Professor Ali Riaz said that two alternative proposals have been recommended regarding 48 constitutional issues to provide a legal basis for constitutional issues and guide the way for implementation.
The two proposals state that the government will issue the 'July National Charter (Constitutional Reform) Implementation Order 2025' to implement the constitutional amendments included in the July National Charter 2025. The constitutional reform proposals mentioned in the order and its schedule will be presented in a referendum. A Constitutional Reform Council will be formed consisting of representatives elected in the National Parliament elections held after the issuance of the order, which will exercise organizational power in the field of constitutional reform. One of the proposals states that a National Parliament will be formed consisting of elected representatives of the National Parliament, as well as the formation of a Constitutional Reform Council at the same time.
A proposal states that a full draft bill on constitutional reform will be presented to the public by the interim government in a referendum in July. The constitutional reform bill approved in the referendum will be considered as a subsidiary bill of the parliament, and if the parliament fails to complete the reform within 270 days, the bill will automatically be incorporated into the constitution.
Another proposal states that the council will complete the constitutional reform in accordance with the July National Charter within 270 days and that the council's activities will end once the reform process is completed.
At that time, the members of the commission included Justice Md. Emdadul Haque, Dr. Iftekharuzzaman, Dr. Badiul Alam Majumder, Dr. Md. Ayub Mia, Safar Raj Hossain, Press Secretary to the Chief Advisor Mohammad Shafiqul Alam, and Special Assistant to the Chief Advisor involved in the consensus-building process Monir Haider.
